A Unique Tale of Merit, Wisdom, and Diplomatic Experience

​Dr. Khalilur Rahman’s elevation to this top position is no accident, but rather the inevitable outcome of his long four-decade-long illustrious career, merit, and wisdom. In 1979, he secured first place in the first regular examination of the Bangladesh Civil Service (BCS) and joined the foreign service cadre. In the same year, he obtained his MA degree in Economics from the University of Dhaka, standing first class first. Later, he earned a PhD in Economics from the world-renowned Harvard University and an MA in Law and Diplomacy from the Fletcher School of Law and Diplomacy at Tufts University, elevating his knowledge-based foundation to international standards.

​His diplomatic journey is remarkably rich. While serving as First Secretary at the Permanent Mission of Bangladesh to the UN from 1986 to 1991, he played a robust role as the chief spokesperson for the Least Developed Countries (LDCs) on the global stage. In 1991, he directly joined the United Nations Secretariat and served with great distinction for 25 long years as a Special Adviser to the United Nations Conference on Trade and Development (UNCTAD) in Geneva, Switzerland. His contribution was paramount in drafting the historic "Brussels Programme of Action-2001," which introduced duty-free and quota-free export facilities for LDCs. To contribute to the expansion of education in Bangladesh, he became one of the founding members of the traditional "East West University." In recent times, he has been performing his duties impeccably as the High Representative on Rohingya Issues to the Chief Adviser of the Interim Government of Bangladesh, National Security Adviser, and subsequently as the Foreign Minister of the government.
