BNP's Comprehensive Proposal for Health Sector Reform: Ensuring Universal Health Care by 2030
In a recent press conference held at BNP Chairperson's Gulshan political office, the party presented a significant health sector reform proposal aimed at achieving universal health care for all citizens by 2030. Dr. Mosharraf Hossain, a former health minister and member of BNP's standing committee, outlined the party's strategy to ensure free health care services for every citizen, based on the "Health for All" principle.
A Commitment to Universal Health Coverage by 2030
Dr. Mosharraf emphasized that BNP is committed to ensuring that every citizen has access to high-quality health care by the year 2030. The proposal is based on models like the UK's National Health Service (NHS) and other Universal Health Coverage (UHC) systems worldwide. The goal is to establish an effective, free health care service that guarantees the right to health for all citizens, regardless of their social or economic status.
Dr. Mosharraf explained that BNP's health sector reforms will focus on strengthening health care services across all levels, from rural health care centers to specialized hospitals. He also stressed the need for substantial investment in the health sector, highlighting that the national budget should allocate no less than 5% of the GDP for health.
Improving Health Services and Infrastructure
In order to ensure the delivery of quality health care services, BNP's proposal suggests that a sufficient number of trained health workers, including both men and women, be appointed to primary and preventive health care services. The plan also includes provisions for managing both communicable and non-communicable diseases, along with educational and research initiatives in the health sector.
Revitalizing Traditional Medicine and Integrating Modern Health Practices
Dr. Mosharraf also discussed the need to integrate traditional medicine systems like Unani, Ayurvedic, and Homeopathic treatments with modern health practices. He emphasized the importance of scientific research and support for improving these systems to make them more modern and effective, ensuring that they complement the overall health care strategy.
Short, Medium, and Long-term Plans for Health Sector Reform
Dr. Mosharraf presented a three-phase plan for health sector reform:
Short-term (1-3 years):
Focus on preventive health measures by improving union sub-centers and increasing the number of rural health workers.
Enhance the quality of services at upazila health complexes and convert them into effective primary referral centers.
Introduce a systematic approach to providing optimal health care under registered physicians, at the state's expense, for every citizen.
Medium-term (1-5 years):
Introduction of health cards, allowing citizens to access health services through a unified and efficient system.
Long-term Proposals:
Establish an internationally competitive health care system with a focus on health tourism and high-quality infrastructure.
Strengthen health education and research to meet both national and global health demands.
Ensuring Justice and Equality in Health Care
A key element of BNP's health reform proposal is the creation of a fair and just health care system. Dr. Mosharraf emphasized the need for laws that ensure equity in health services, safeguarding the rights of both patients and service providers. He called for a transparent and accountable approach to managing the doctor-patient relationship, with active media engagement to highlight positive health care stories.

Dr. Mosharraf concluded by stating that health sector reform is an ongoing process that requires continuous evaluation and improvement. He stressed the importance of field-level consultation and expert opinions to adapt the proposals in a way that effectively addresses public needs.
